House committee votes on two bills concerning medical marijuana and military veterans that were scheduled for Wednesday have been cancelled, with the chair of the panel planning to hold a later hearing on the legislation instead.

The reasoning behind the cancellation isn’t entirely clear, nor is it known at this point when the hearing will be held.

Several states in the U.S. have approved the use of marijuana for medical and/or recreational use. Veterans should know that federal law classifies marijuana as a Schedule One Controlled Substance. This makes it illegal in the eyes of the federal government.

The U.S. Department of Veterans Affairs is required to follow all federal laws including those regarding marijuana. As long as the Food and Drug Administration classifies marijuana as Schedule I VA health care providers may not recommend it or assist Veterans to obtain it.

Veteran participation in state marijuana programs does not affect eligibility for VA care and services. VA providers can and do discuss marijuana use with Veterans as part of comprehensive care planning, and adjust treatment plans as necessary.

Rose, an Army veteran who was wounded in Afghanistan and was awarded a Bronze Star and Purple Heart, sits on the House Veterans Affairs Committees, is a veteran himself and feels that there is enough knowledge and information on medical marijuana for the VA to finally begin studying the drug.

He does acknowledge that the VA is a federal agency and a large part of why they may not support the use of medical marijuana is because it’s still illegal on a federal level.

Missouri legislators gave first-round approval Wednesday to a bill that would allow medical marijuana patients to expunge pot-related offenses from their records.

It’s an outgrowth of a voter-approved decision in November legalizing marijuana for medicinal use.

Currently, Missourians can seek to get two misdemeanor and one felony marijuana-related convictions expunged from their record. Rep. Ron Hicks’ legislation would allow anyone who receives authorization to use the drug for medicinal use to ask a judge to wipe out marijuana-related offenses.

Although patient cards may be issued earlier, actual approval of production and dispensing licenses will not take place until December of 2019.

 

With Amendment 2, Missouri joined a growing list of states formalizing recognition of cannabis as treatment. At this point, there are more states allowing the use of marijuana than those prohibiting its use. Some have gone so far as to make recreational use legal. As a consequence, a patchwork of different laws governs the possession and use of cannabis.

Since hemp had long been listed among Schedule 1 narcotics, Hobbs had some significant revising to do before publishing “American Hemp: How Growing Our Newest Cash Crop Can Improve Our Health, Clean Our Environment, And Slow Climate Change,” which was released this week.

But the policy change has her even more convinced of her argument in the book – that the time is ripe for building a full-fledged hemp industry in America.

The Missouri health department must decide by the end of the year how many medical marijuana businesses to license to meet demand while minimizing overproduction that could spill into the illegal market.
Theresa "Tbird" Aldrich's insight:

Advocates estimate 200,000 users and a University of Missouri study puts it at 26,000 but I'm not sure anyone really knows.

 

The states concern is a valid one, however there just may not be any way to know the how many Missouri residents will choose medical marijuana when they have that option.
